2004, February Lower taxes, nice neighbors luring people to Fayette

Lower taxes, nice neighbors luring people to Fayette
Median income up 40 percent
By Jimmie Covington

February 16, 2004

When Ellen and Barry Mooney went house shopping, they kept driving east until they ended up in Fayette County. The 30-minute drive to work or the mall from their new home in Oakland doesn't bother this young family. What matters are the friendly neighbors and the peace and quiet. The Mooneys, both 39, are among a growing number of city and suburban folk buying homes in rural Fayette. Census figures show that during the last half of the 1990s at least 6,766 people moved into the county while 4,026 moved out. The newcomers came from across the country but the majority - a little under two-thirds - came from Shelby County. Between 1990 and 2000, Fayette County's population grew 13 percent to 28,806 residents. The current development rate indicates an even-greater increase by the end of this decade. As a result of this influx of middle- and upper-income families, the county's median household income has increased dramatically - up 40 percent to more than $40,000. Ellen Mooney, a freelance writer, said the couple prayed that they would find a place "where our neighbors are nice and this is where we ended up, Fayette County. Our neighbors are wonderful." Barry Mooney's work with the Evangelical Free Church of America has taken the family to Little Rock and Oklahoma. The family moved to the Memphis area, where they had lived before, when Mooney became pastor of Trinity Evangelical Free Church. The congregation meets in the Ballet Memphis building on Trinity in Cordova. "After living in Oklahoma, you don't care if you have to drive a little bit to get to a mall," Ellen Mooney said. "In Oklahoma, you have to drive far to get to anything." Some former Shelby County residents cite a concern about steadily increasing property taxes. Others voice anger about past annexations and say they want to get away from Memphis government. Retired salesman Gordon Dodge and his wife, Linda, both 66, moved from Cordova in November to their new home in the Hickory Withe area. Major factors were "the fact that everything in Memphis is racial" and "they were just about to tax me to death," Gordon Dodge said. Many newcomers, like the Dodges, are retirees or near retirement. Since they don't have school-age children, the demand for new schools has not yet developed in Fayette County to the point that it has in Tipton and DeSoto counties, other large growth counties in the Memphis metro area. So for the time being, property taxes are low in Fayette County compared to Shelby County. The current property tax rate is $1.74 for each $100 of assessed value. In comparison, the Shelby County tax rate is $4.09 in the county outside Memphis and $4.04 in Memphis. Memphis property owners also pay a $3.2304 city rate. George Blackburn, 49, whose family has owned farmland in Fayette County for many years, moved to the county a year ago from the Winchester and Germantown Road area in Shelby County. "You can see the stars at night," Blackburn said.
